hey,
rob will have to help you out with margarita, but i can tell you what i know about cachuma. being a poor ass ghetto child myself, i am very experienced in fishing without a boat. since they don't let you float tube, it sucks even more, but spring time can be pretty nice at cachuma. check out harvey's cove in the spring. you'll be able to see a few bass on beds which can be fun to try to entice. the bigger fish tend to hold deeper than the smaller the fish from what i've experienced and you usually can't see their beds from the shore. try crawdad imitators or shad imitators and things like that. spinnerbaits have actually produced in the springtime for me. the rest of the year at cachuma, you're better off at margarita. the fish go deep and stay there, unless the cruise around in like 20 feet of water, but they're tough to catch- hope this helped you out.
-brian
