blue sharks are your best bet. ive seen plenty of blues on oceanside pier, santa monica pier, and almost caught one myself off of balboa pier last november.

i couldnt access the site, but heres what i do. make a 5-6ft wire leader (120#) put a 1-2ounce slider on your main line then connect the two with a heavy ballbearing swivel, tie a 10" balloon 2ft above the swivel(with the wieght between the balloon and leader) then go out to the end of the pier, go to the side wear the current is going away from you and cast as far as you can (wich will only be about 20ft with such a long leader). keep the bail open or in freespool untill the current has taken your rig 60- 100 yrds away, then set the drag and wait.

use what ever you like for bait, i was using a whole mack. fillet when i hooked up to mine, but squid and whole sardines work also.
use 4/0-8/0 hooks (circle or J) but if you prefere circles, use a 9/0 hook.
