As a paralegal I also checked the U.S. District court docket for the Eastern District Of California (the federal court here in Sacramento) The only case I can find here is Center for Biological Diversity v. Salazar et al. filed on 2/17/10. Looking at the complaint it has nothing to do with fish planting but rather trying to get multiple species added to the endangered species list.
