OK here's the deal as far as I know. Someone can correct me if I'm wrong.

While not the preferred method the club will take membership payments at Naci. If you pay dues at or before the event sign up then there is no $10 "non member fee" and points are awarded as usual.

Tournament points are awarded regardless of membership. If you are planning on fishing the whole season and accumulating points towards the AOY and TOC races then you have until the second tourney to pay club dues (this isn't written down anywhere but is how we have been doing it), if after the second tourney dues have not been collected then the points earned will not be counted towards awards.

BnT has always allowed people to fish one tourney without being a member as a get acquainted offer.
In the past we noticed the same people using this year after year to cherry pick a tourney they want to fish but not have to join the club. It was never the intention of the fish one without membership deal, to mean one per year. If someone has used the fish one deal in a previous year then they are acquainted with the way we do things already.

The club insurance policy through the FLW only covers paid BNT/FLW members for an event, so we have to buy insurance to cover Opens and such where membership is not a requirement to fish. As a way to offset this extra insurance cost, and encourage membership, we started charging the $10 fee at our monthly events (not opens) for non members who are returning to fish another tourney with the club. The $10 fee does not go towards the payout but goes directly into the clubs general fund.

Does this make sense?

We are not trying to gouge anyone but there are costs associated with doing this club tournament thing. The earlier dues are paid the easier it is for the officers to run things.
