Can anyone recommend a good, inexpensive pontoon? Or is anyone selling one?

I have a kickboat by creek company and have been very happy with it. They have a model for $300. I don't too much about but probably would be a good starter.
I would also check Craigslist. There are usually multiple listings for a variety of kickboats. Every now and then you will see one where they have a few extra stuff included (trolling motor, fins, etc).

If you can find one with an Aluminum frame it's much lighter then a steel frame. makes transport a bit easy"er
