I haven't done a lot of fishing for whites, but I think they'll only be incidental catches on artificials unless there's a hot bite going on. If you want to target them, squid is the ticket. I'd work the artificial the same way - feather the spool to lightly jump it off the bottom. They're often in shallow, close to the beach/shore (at least in SoCal) mixed in with the bat rays if beachy.
