#10716, "O for 8 at the Aqueduct"

Woke up early this morning and decided to give the aqueduct a try after a 2 year hiatus. Fished from 6-8am this morning for cats. I fished an area where the were gates, and the water was really flowing. I was using 10# Trilene XL with 3oz sinker at the bottom and a #2 baitholder about 18 inches up. I used chicken livers for bait. Had a hard time hooking and keeping the livers on, but I heard this is the bait of choice for the aqueduct (I prefer mackeral). End result NADA! The bait kept coming off, and it seemed that my bait was always near the edge of water. I am an experienced catfisher, but when it comes to the aqueduct, no dice! Can someone offer tips, suggestions, or condolences? Thank you
