1st I should say I've pretty much stopped fishing for lake stockers because they're Pathetic when compared to any real fish.
The easiest (and most BORING) would be putting a split-shot 2' up the line from a #12-14 treble hook buried in a tear-drop shaped ball of Powerbait. Use 2-6# line on an ultralight or light rod. Brag it around while Bass fishing deeper water with a second rod (making sure you have a 2nd rod stamp 1st). You could use a carolina rig instead of split-shotting, but that will only increase the expense. Subtituting different baits and hooks that are appropriate for those baits I'll lump into this categorie.
The next easiest way would be casting spinners and spoons either blindly or to any rises, jumps, or anything else that might indicate the presence of a stocker.
Lastly, and most strenuously, trolling with something like a set of Flashlights brand flashers and a trolling spoon (like a needlefish) 2' behind will give you quite a work out if you don't have a trolling motor. This can be very effective if you can maintain the right speed.

Tight lines,
Wade
