Buy a venture pass...well worth it. I bought one after I eventually counted all the green tickets that were laying around my car. Plus you don't have to deal with that stupid machine anymore and you can fish any silly valley lake without paying anymore fees. I would agree that it sucks to have to pay for hand launching a vessel though.
