If HR1 goes into law (and the shutdown is avoided), all the pumping restrictions and protections for the CA Delta will be gone forever. HR1 would be the first step in implementing the peripheral canal.

Please do not let this "gamesmanship" play with your emotions... that somehow the federal environmental regulations are taking money out of your pocket. Some of these regulations are the only thing that stands between an acutal Delta and a peripheral canal. Government regulations prevent the pillaging, polluting, and mismanagement of public resources, such the Delta and all the fish that swim in it.
