the only thing I can think of is without an events permit, payout can only be $1000, including both days big fish and all the payout spots. if you have the max 50 guys there, then more spots get paid, less money per spot. If there would have only been 35-40 guys there would be less spots paid, but likely more money per spot given that the max is still $1000.
That was just one of the theories that popped into my head
Either way, its for the officers to discuss and figure out.
