Go to DMV. Fill out the vessel registration form. Take along a picture of your boat. It helps when you get to the window of the person who doesn't understand why you don't have serial/registration numbers that are required on the form. Vessel type on my registration is 82, if that will help. It's not expensive and I only pay $20 per year.
