In addition to some who kill them:

Could the reason be because "back in the day" (i hate that expression), the big fish (in the mid-to-upper-teens) that were caught in the upper lake were transported down to the mini-mart to be weighed and then they were released into the lower lake?

This practice was made illegal quite a few years ago.

JMO. yours may vary.
