This is the little I know about pokepoling. Perhaps others can add more. Gearwise, its the easiest of fishing. You need a 15+ foot pole -actually a long stick made of willow or those branches cut from mulberries can work fine. I used hardwood trims from a mill, but the edges were a bit rough on the hands. Anyway, put on a clothes hanger wire, and tip it with about 6 inches of heavy monofilament and a 1/0 or bigger hook. Tip with squid, etc. Gently and slowly work it under any rock over 2 ft across or into any deep crevasse you can find. I waded up to thigh deep, but all of mine were caught while standing on dry rocks, sometimes the fish were under the one I was standing on. Stick it under there, and if they're there, they'll bite. keep moving to cover more ground and more fish. Its physical - you move around from rock to rock over slippery seaweed, but thats half the fun. I've seen folks have the best luck on secluded jettys.
Deep water nearby seems to help.
